Va. State Police to review ABC arrest of student

CHARLOTTESVILLE, Va. — Virginia State Police will review alcohol agents’ arrest of a University of Virginia student after she bought sparkling water.

State Alcohol Beverage Control chairman J. Neal Insley says he requested the independent administrative review after consulting with Secretary of Public Safety Marla Graff Decker.

In a statement released Monday to media outlets, Insley says he directed an internal review after charges against the student were dropped.

Twenty-year-old Elizabeth Daly was confronted on April 11 by plainclothes ABC agents who suspected she had bought beer. She attempted to flee and was charged with two felonies. A prosecutor later dropped the charges.

Last week, the ABC announced that it had instituted a new policy requiring uniformed officers to participate in similar operations.
