She was born in Kimball, and was the daughter of the late William F. Serreno and Santina Sinicrope Serreno.

Dolly was a graduate of Welch High School, received her BS degree in Education from Concord College in Athens, earned her Master's Degree in Education from West Virginia University and earned her Doctorate at Virginia Tech in Education.

Dolly loved to shop, enjoyed cooking, traveling, and will be remembered for her beautiful smile that she always wore. She was also a very giving person; not only to her family but to anyone she met.

She will be lovingly remembered by her husband, Donald R Baldwin; one son and his wife, John and Sonya Baldwin of Speedway, two grandchildren, Anthony Baldwin and Scott Thompson, and a stepson, Evan Baldwin of Daytona Beach, Florida. Her only remaining sibling, her brother, Joe Serreno and wife Louise of Cedar Bluff, Virginia. Dolly had a host of nieces, nephews, and extended family who loved her dearly.
