Former home confinement officer to serve time for sex with prisoner

PRINCETON — A former Mercer County home confinement officer was sentenced to an indeterminate term of one to five years in prison after pleading guilty to a charge of imposition of sexual intrusion or intercourse with an incarcerated person.

Blaine Franklin, 25, of Bluefield, confessed to investigating officers that he had sex with a female inmate that he was working with as her home confinement officer. The relations occurred from July to August 2012, according to prior reports of the incident.

Sgt. A.P. Christian, assistant detachment commander of the Welch Detachment of the West Virginia State Police participated in Franklin’s Aug. 16, 2012 arrest along with Trooper D.C. Graham, of the Princeton Detachment of the West Virginia State Police. Christian confirmed that at the time of Franklin’s arrest, “he gave a statement to the police.

Special Judge Rudolph J. “Rick” Murensky II, of the McDowell County Circuit Court, presided over Franklin’s case. Christian confirmed that the court sentenced Franklin to a one to five year prison term and ordered him to self-report to Mercer County authorities on April 11.
