Arrest made in cold case: Florida man suspected in murder of police officer 16 years ago

JONESVILLE, N.C. — An arrest has been made in the 16-year-old cold case murder of a North Carolina police officer that had a connection to Mercer County.

Scott Vincent Sica, 36, of Cape Coral, Fla., was arrested Wednesday for the 1996 shooting death of Sgt. Greg Martin, of the Jonesville, N.C., police department. Today is the anniversary of Martin’s death.

Jonesville Police Chief Roger Reece said at the time of the shooting the suspect was driving a red Dodge truck stolen from the Ramey Motors lot in Princeton. “The vehicle used in the crime was stolen there,” Reece said during a telephone interview Thursday.

Martin was killed in the early morning hours of Saturday, Oct. 5, when he stopped a suspicious red Dodge pick-up truck off Interstate 77 in the town he was patrolling, according to a previous Daily Telegraph report.

Martin’s initial call to dispatch did not indicate alarm. Yet when a North Carolina state trooper radioed and asked if he needed assistance, the sergeant responded in the affirmative. Four minutes later the trooper arrived on the scene to find Martin dead on the side of the road. He had been shot multiple times in the head, and the red pick-up was gone.

The truck had been stolen a few days earlier from the Ramey Motors lot and the tags taken from a customer’s vehicle parked outside of Eagle Transmission on Athens Road in Princeton, according to the Daily Telegraph’s earlier report.

Reece said he could not comment on any potential connection of the suspect to the Mercer County area as the investigation remains ongoing.

The West Virginia State Police assisted with the investigation through the years doing follow-ups and chasing leads, Reece said.

“It’s been a roller coaster,” Reece said of the 16-year investigation. “It’s been a good team effort, a joint effort, by everybody. Everyone (in West Virginia) has always been good to us.”

The Jonesville Police Department, Elkin Police Department, North Carolina State Bureau of Investigation and the Federal Bureau of Investigation were involved in the joint investigation that led to the arrest of Sica.

Martin’s death was one of 19 cold cases profiled in a special Daily Telegraph series in 2011.
