MORNING UPDATE: W.Va. lawmakers heading to 4th special ’09 session

CHARLESTON, W.Va. (AP) — Municipal pensions and the future of the state gas tax are on the agenda for when the Legislature begins its latest special session.

Gov. Joe Manchin has called on lawmakers to consider about a dozen items starting Tuesday. The session coincides with their three-day series of scheduled interim meetings.

The biggest item may be the proposal to help restructure police and fire pension programs suffering from massive funding shortfalls. The measure does not include any state spending.

The governor also wants legislators to limit the annual change to the state gas tax, and transfer a special reserve account to the ailing State Road Fund.

The special session is the fourth one this year.
