Why pay to convert coins to cash?

Bluefield Daily Telegraph

— — To people out there who want to have change: What a joke that is! You go to change your dimes and nickels for bills and the first thing they ask you is, “Do you have an account with us?” What difference does it make?

If I go into a bank and have four quarters and ask for a dollar bill I get it. If I have a $50 bill and ask for change in quarters, dimes and nickels, I get it. So why would you send me elsewhere with my loose change and have me spend $6.40 to change my loose change into bills when my change was worth $68? Why should I be turned down or have to trade money? Something is wrong with the U.S. here!
