City report critical of Richmond social services

RICHMOND, Va. —  A city auditor’s report accuses the Richmond Department of Social Services of endangering the health and safety of children in order to reduce their numbers in foster care.

The Richmond Inspector General’s office issued the report Thursday to Richmond’s audit committee.

Mayor Dwight C. Jones says the report was “painful to read,” but he says children’s safety won’t be compromised.

Right after the meeting, Jones announced the retirement of a social services director and the resignation of a former deputy director who had been reassigned.

The Richmond Times-Dispatch  says the auditor’s report estimates hundreds of case files have been lost or are missing documents, showed evidence that workers were removed or transferred for challenging decisions on cases, and that caseworkers were prevented from consulting directly with city attorneys.
